VA has asked Congress for the money to replace its HR systems, but the system does not exist yet and VA is not the buyer. The FY2027 request for Human Resources and Administration is $173.3 million, a 93.4% increase over the 2026 enacted level, of which "$90 million one-time increase to continue support of OPM's new Core HCM initiative" — the government-wide Federal HR 2.0 effort to consolidate more than 100 federal HR systems into "one best-in-class commercial Core HCM system" serving as the single system of record. VA's submission describes exactly the capabilities the Quote wants: "personnel action processing, employee system of record, position management, and workforce analytics", with "standardized workflows, modern self-service tools, and seamless, real-time data integration" enabling "faster, more accurate personnel actions". The $90 million covers licensing fees, data migration and warehousing of legacy data. A formal administration request that has not yet changed anything, so `attempted` under §3b's budget rule; a VA-run expedited acquisition of its own HRIT system is not what happened.

- Adjacent but a different system: VA completed the consolidation of payroll processing for all 430,000+ employees into the Financial Services Center effective 2026-06-01, fifteen months ahead of a late-2027 target, ending separate payroll operations at 114 medical centers (https://news.va.gov/press-room/va-reduces-bureaucracy-by-centralizing-payroll-for-all-va-employees/, fetched 2026-09-01). That is payroll processing, not the HR information system the Quote names, so it is a lead rather than Evidence here.
