No knowledge exchange program between VBA and private-sector companies exists. The Federal Register phrase search for "knowledge exchange" across VA documents since 2025-01-20 returns a single hit, the Uniform Guidance conformity proposed rule, and the FY2027 congressional submission's VBA chapters name no such program. VBA's external-partnership work in the window runs to health information exchange with VHA and SSA, release-of-information vendors and provider outreach for private medical records — data plumbing rather than the exchange of claims-processing practice with firms that do similar work. The only staff-exchange program VBA describes is WARTAC, which trains transitioning service members into VBA rating and service-representative jobs, and runs in the opposite direction.
