USAID notified Congress on 2025-03-28 that it would realign some functions to the State Department by 1 July 2025 and discontinue the rest, and on 2025-07-01 the Secretary of State announced that USAID officially ceased implementing foreign assistance. No exploration of Administratively Determined or Schedule C hiring at USAID by the Office of Presidential Personnel and OPM was found, and the agency stopped hiring altogether.
