Fold the Office of the National Cyber Director into the NSC
Printed page 52 2. Executive Office of the President
“The NSC staff will need to consolidate the functions of both the NSC and the Homeland Security Council (HSC), incorporate the recently established Office of the National Cyber Director, and evaluate the required regional and functional directorates.”
What has happened
- Not started
The Office of the National Cyber Director was not folded into the NSC — it was staffed up and left where it is. NSPM-1, which reorganized the NSC in detail, does not mention the office. The Senate confirmed Sean Cairncross as National Cyber Director on 2 August 2025 by 59-35, and the office continues to run its own operation inside the Executive Office of the President with its own public site. The office is a creature of statute (6 U.S.C. 1500) and abolishing or absorbing it needs Congress; nothing has been introduced, requested or enacted to that end.

Recorded as action that moves the other way: the Status stays not started, with the contrary Primary evidence attached to the event. A search of bills and public laws (congress.gov) for “national cyber director” returns no bill to transfer or abolish the office; NSPM-1 read in full.
