The SBA budget has not been held constant, in either direction, and the review it was to be held constant pending does not exist (see #2069). The agency's own FY2027 Congressional Budget Justification prints the series: net new discretionary appropriation excluding supplemental and Stafford Act disaster funds of $925.164 million enacted for FY2025, $1,000.109 million enacted for FY2026 — an 8.1% increase, taking the agency past the roughly $1 billion the Quote names — and $328.984 million requested for FY2027, a $671 million or 67% reduction that the Budget presents as a cut rather than as a pause. Congress has enacted no freeze and the administration has requested none.

- §3b’s Budget rule is symmetric but it is about requests for the ask. A request to cut the budget by two thirds is not a request to hold it constant, so it does not move this item to attempted; it is a proposal for something else about the same object, the shape §3b settles against with the Women’s Bureau example (#1615). The figures are attached to the not started event so the page shows what happened instead.
- The interim character of the ask matters: the Quote asks for a freeze “until the report is considered”, and there is no report. An item that can only be satisfied in sequence with #2069 cannot be done before #2069 is.
- Table 1 of the CBJ is the source for every figure in the note; the 67% figure is the Budget’s own.
