Redirect the Women’s Bureau research budget to open inquiry
Printed page 588 18. Department of Labor and Related Agencies
“The Bureau should rededicate its research budget towards open inquiry, especially to disentangle the influences on women’s workforce participation and to understand the true causes of earnings gaps between men and women.”
What has happened
- Not started
The Women's Bureau's research budget has not been redirected toward the open inquiry the Quote asks for. The Bureau's own "About Us" page, read on 2026-09-03, states its mission as safeguarding "the interests of working women and their families" and addressing "workforce shortages, closing the skills gap, and facilitating the development of employment supports, particularly those related to caregiving, that reduce the cost of living and put American families first" — a reframing towards cost of living, not a rededication of research to disentangling women's workforce participation or the causes of earnings gaps. The Bureau publishes no research agenda at all (`dol.gov/agencies/wb/research` does not exist); its live program is the National Database of Childcare Prices, the employer paid-leave tax credit and the 2026 WANTO grants, and its Leadership block reads "Vacant, Director". The FY2027 President's Budget goes further in a different direction: it proposes to eliminate the Bureau outright ("Develops policies and standards, and conducts inquiries related to the interests of working women. The Budget proposes to eliminate the agency in 2027"), showing no 2027 estimate against the Women's Bureau line that carried $19 million in 2025 and $23 million in 2026. Both Evidence items moved the other way from the ask.

Research notes
- Boundary, flagged to the spot-check register: a Budget proposal to abolish the Bureau is a formal administration request (§3b) but it is a request to end the research, not to rededicate it. “Progress is measured on this ask” therefore holds the item at not started with the contrary/overshooting action carried as dated Evidence. A reviewer who treats defunding as the strongest available form of redirection would call it attempted.
- Corrected 2026-09-03: this note previously said dol.gov “refuses automated reads to
curlwith a browser User-Agent and to WebFetch alike (403 on every path tried, sitemap included)”. It does not.dol.gov/agencies/wb,/agencies/wb/aboutand/agencies/wb/dataall answer 200 to a plaincurlwith no special headers. The read-queue row is answered. - The soft spot in the negative, stated plainly: the Bureau publishes no research-agenda document of
any kind, so “the research budget has not been redirected” rests on the absence of such a document
plus the live program list on the Bureau’s own site, not on a statement that the budget was left
alone.
