Fund 100,000 immigration detention beds
Printed page 143 5. Department of Homeland Security
“Congress should mandate and fund additional bed space for alien detainees. ICE should be funded for a significant increase in detention space, raising the daily available number of beds to 100,000.”
What has happened
- Partially done
Section 90003 of Public Law 119-21 appropriates $45,000,000,000 to ICE, available through 2029, "for single adult alien detention capacity and family residential center capacity" — by a wide margin the largest immigration-detention appropriation ever enacted, and plainly the "significant increase in detention space" the Quote asks Congress to fund. It is `partial` and not `done` because Congress mandated no bed figure: the 100,000 daily beds the Quote names appear nowhere in the statute, and section 90003(b) leaves detention standards to the Secretary's discretion rather than tying the money to a capacity target.

Research notes
The Requires-Congress ask has two halves — mandate the beds and fund them. Congress funded them without setting the number.
