Reimplement the USCIS denaturalization unit

Partially done

Printed page 143 5. Department of Homeland Security

“Other structural changes should include reimplementation of the USCIS denaturalization unit—an effort to maintain integrity in the system”

What has happened

  1. Partially done

The Justice Department announced twelve denaturalization complaints filed the same day, its Civil Division saying it "continues to file denaturalization actions at record speeds to restore integrity in our naturalization process". The denaturalization capability the Mandate wanted reimplemented is operating at scale, but it sits in DOJ's Civil Division, not in a USCIS unit — delivery by another instrument, so `partial`.

  2. Attempted

Assistant Attorney General Brett A. Shumate's memorandum to the Civil Division makes "Prioritizing Denaturalization" the fifth of five enforcement priorities and instructs that "the Civil Division shall prioritize and maximally pursue denaturalization proceedings in all cases permitted by law and supported by the evidence", setting ten priority categories. A directive, with no cases yet filed under it.

Research notes

The unit was rebuilt at the Justice Department rather than at USCIS: DOJ’s Civil Division stood up a Denaturalization Section and made denaturalization one of five division-wide enforcement priorities, and USCIS refers the cases. That is the capability the Quote wants, in the wrong building.
