NIH took a first step toward the plan the Quote asks for. NOT-OD-26-031's request for information asks the research community which areas "emerging biotechnologies such as induced pluripotent stem cells, adult stem cells, etc., can replace the use of hESCs" and in which "additional investments should be made to bolster validated models to replace use of hESCs", with responses due 2026-04-24. That is a consultation, not a plan and not funding: no funding opportunity, budget line or program for ethical alternatives has been announced, and the NIH Guide carries no in-window notice establishing one.
