The ethics advisory committee was not restored. NIH's new human fetal tissue policy of 2026-01-22 supersedes NOT-OD-21-111, the 2021 notice that had discontinued the 2019 Human Fetal Tissue Ethics Advisory Board, but it does not reconstitute the board: it bars NIH funds for the research outright instead, which leaves nothing for a board to review. Congress enacted no prohibition; no 119th-Congress bill mentions fetal tissue.
