DOE says in terms where EM reports, and it is not the Deputy Secretary. Its Energy Program Offices page states that "the U.S. Department of Energy (DOE) Energy Program Offices report directly to the Office of the Under Secretary for Infrastructure" and lists the Office of Environmental Management among the eleven offices it covers. That is a statement about a reporting line, which is what the Quote and the Government Accountability Office recommendations behind it ask to be changed, and it places EM one level below the Deputy Secretary rather than accountable to them. No order, delegation or announcement in the window moves it: DOE's Delegations Flowdown, the department's own published map of who holds which redelegated authority, carries EM only as a recipient of procurement authority redelegated from the Senior Procurement Executive, and names no line from the Deputy Secretary to the office.

Reviewed 2026-09-06. On 2026-08-31 this was left unsourced because DOE’s organization charts and its office listing appeared to disagree and neither looked like a statement about accountability. Re-read, the office listing is such a statement — it uses the words “report directly to” — and it is DOE’s own current description of the reporting line. The organization chart’s column placement is the weaker artifact of the two (an org chart is evidence of function, not a substitute for it), and it does not contradict a stated reporting line to an Under Secretary who himself sits under the Office of the Secretary.
Dating: energy.gov article dates come from the publication time in the page’s metadata, never the date shown on the page. The Energy Program Offices page records its publication as 2026-03-27T11:30:47-0400 and its last change as 2026-09-02T12:05:54-0400; the event is dated at the publication time and the page was still saying this when read on 2026-09-06.
DOE, unlike EPA, publishes its delegations: energy.gov/management/directives-guidance-and-delegations offers an Active Directives Library, a Delegations Library and a Delegations Flowdown. The Flowdown was read for any Deputy Secretary → EM line and carries none; the only EM entries are MA50-DEL-SURASH-2010 and SPE-DEL-GRAY-2025, both contracting-authority redelegations.
