What has happened

    Congress moved the other way, or rather kept the disparity in place. Under the same OASH heading in the Consolidated Appropriations Act, 2026, $101,000,000 goes to competitive Teen Pregnancy Prevention contracts and grants and $35,000,000 to competitive grants that exclusively implement education in sexual risk avoidance - a ratio of about three to one, unchanged in substance from prior years. Sections 6301 and 6302 extend the Title V sexual risk avoidance education and PREP mandatory programs at their existing levels rather than equalizing them. No ACF or OASH action gives SRA proponents parity in funding or emphasis. **What OPA did do, recorded under the moved-nearby device rather than as delivery.** NOFO AH-TP1-26-001, the FY2026 Tier 1 teen pregnancy prevention replication competition, was read in full on 2026-09-03 and it puts SRA content inside the TPP program: "Recipients are **expected to incorporate sexual risk avoidance (SRA) education as a component of program delivery**", the program's own purpose is restated as advancing "body literacy, informed consent, and optimal health", applicants must describe how SRA education will be integrated, and merit review scores it. Appendix A's eligible-outcome list now includes 'voluntary delay or abstinence' among the sexual-activity measures. That is real, dated and squarely on the ask's subject — but it is not the Quote's object. Requiring SRA content *inside* TPP is not equalizing the **funding** of the two grant streams, which remain $101,000,000 and $35,000,000 under the same appropriation. Under "progress is measured on this ask" the rung does not move; a reviewer who reads the ask as "stop privileging comprehensive sex education over SRA" has a defensible case for `partial`, and it is recorded as a judgment call in the chapter log.
