The Vice President's office has not been given a seat in budget or regulatory review. The instruments that set out who sits where are silent on it: EO 14215 and its implementing guidance describe OIRA review without an OVP role; EO 14213 lists the Executive Office principals on the National Energy Dominance Council and the Vice President's office is not among them; NSPM-1 seats the Vice President's National Security Advisor on the national security committees and the Deputy Director of OMB as an invitee, but creates no reciprocal OVP place in budget work. OMB Circular A-11, which governs budget formulation, gives the OVP no role.
