Give Title I students micro-education savings accounts

What has happened

No micro-education savings account exists for students in Title I schools. The Department's education-choice letter of this date is the closest action, and it is not an account: direct student services under ESEA section 1003A are awarded to local educational agencies, which purchase the services; parents choose among what the district offers and control no funds. The Education Freedom Tax Credit enacted in Public Law 119-21 gives some of the same families scholarship money, but through donor-funded scholarship granting organizations rather than a share of their Title I spending (see #878).
