“IDEA already allows families to choose a private school under certain conditions, but federal officials should update the law so that families can use their child's IDEA spending for textbooks, education therapies, personal tutors, and other learning expenses, similar to the way in which parents use education savings accounts in states such as Arizona and Florida.”

    IDEA's allowable uses are unchanged: parentally placed private school children still get equitable services under section 612(a)(10) and nothing more, and no provision lets a family spend its child's IDEA share on textbooks, therapies or a tutor the way Arizona and Florida let families spend a state account. The ED-HHS partnership announced on this date coordinates federal disability programs; it creates no account and changes no allowable use.
