Neither party to the liaison exists in the form the Quote assumes. Executive Order 14238 of 2025-03-14 reduced the U.S. Agency for Global Media to the minimum presence and function required by law, and USAID's Bureau for Legislative and Public Affairs ceased to exist when the agency stopped implementing foreign assistance on 2025-07-01. No coordination arrangement between the two was found.
