Have OSERS send state leaders a research digest on disproportionality

“The Office of Special Education and Rehabilitative Services (OSERS) should prepare a digest of the best research on this subject and share it directly with state superintendents and state special education leaders across the country, who have been led by this regulation to believe a false problem diagnosis.”
