No joint OSTP-OMB assessment of the independence of USGCRP research contractors. The two offices have issued two joint memoranda in the window — the FY2027 and FY2028 research and development budget priorities — and neither mentions the USGCRP, its contractors or research procurement independence. EO 14303, which sets the administration's scientific-integrity policy, requires agencies to be transparent about uncertainty and to revoke changes made under the previous administration's scientific integrity memorandum, but it says nothing about who does outsourced government research.
