Have the transition team audit State negotiations and funding commitments
Printed page 174 6. Department of State
“Before inauguration, the President-elect’s department transition team should assess every aspect of State Department negotiations and funding commitments.”
What has happened
- Partially done
The funding half of the ask was done, by the Department rather than the transition team and after inauguration rather than before it. Executive Order 14169 of 2025-01-20 paused all United States foreign development assistance for a 90-day review of programmatic efficiency and consistency with foreign policy, and the Secretary's implementation order of 2025-01-26 applied that to every existing foreign assistance award and to new obligations — an assessment of the Department's funding commitments. Nothing found documents a pre-inauguration audit by the President-elect's State transition team, and the negotiations half was not covered: no order froze or inventoried the Department's ongoing negotiations (see #471, where only the WHO pandemic negotiations were stopped).

Research notes
- Boundary: the Quote asks for something a transition team does before inauguration, which can no longer happen; the substance (an assessment of funding commitments) was delivered by a different actor at a different time, which is partial under the test “achieved by a different instrument that covers only some of it”.
- Overlaps #470 (the Day-One freeze, partial) and #471 (negotiations freeze): #470 owns the freeze and its litigation, #469 owns the assessment, #471 owns the negotiations.
