“Each of the following offices should be headed by political appointees except where otherwise noted.”

What has happened

  1. Partially done

Most of the HUD offices the Mandate lists are now headed by political appointees, and the Senate finished the bulk of the confirmations on 2025-12-18 in en bloc Record Vote 655, HUD announcing them the following day: Benjamin Hobbs for Public and Indian Housing (PN141-22), Ronald Kurtz for Community Planning and Development (PN141-26), Francis Cassidy for Housing and Federal Housing Commissioner (PN462-1), and Joseph Gormley as President of Ginnie Mae (PN462-3). They follow Scott Turner as Secretary (2025-02-05, Record Vote 35), Andrew Hughes as Deputy Secretary (2025-06-10, Record Vote 303), David Woll as General Counsel (2025-08-01, Record Vote 483), Benjamin DeMarzo for Congressional and Intergovernmental Relations (2025-09-18, Record Vote 526) and Craig Trainor for Fair Housing and Equal Opportunity (2025-10-07, Record Vote 547). Each of those five carries its own roll call in the Evidence below, because HUD's December announcement can only evidence the four confirmed that day. It is `partial` and not `done` because several of the listed offices still have no political head: on HUD's own principal staff directory, Policy Development and Research is run by its career General Deputy Assistant Secretary with no Assistant Secretary in post or nominated, and no Chief Information Officer is named — the nearest post is a Chief Data Officer and Chief Artificial Intelligence Officer, held by Dr. Debajyoti Ray. Re-read on 2026-09-06, the leadership roster settles what the directory could only imply: it carries a section headed "Chief Information Officer and Chief Artificial Intelligence Officer" whose only line reads "Chief Information Officer" with no name against it, so the office is listed and unfilled rather than merely omitted, and HUD has no Chief Information Officer under any title. Public Affairs is **not** counted among the vacancies: the office is headed by a Deputy Assistant Secretary for Public Affairs, with a Press Secretary, a Deputy Press Secretary, a Director of Public Affairs and two further deputy assistant secretaries beneath her. The Mandate's list names a *Principal* Deputy Assistant Secretary and HUD's actual title has no *Principal*, but reading a vacancy off the missing word would level against a title rather than against the ask, which asks only that the office be headed by political appointees. The Chief Financial Officer post is unfilled — Irving Dennis's nomination was returned to the President on 2026-01-03 and had reached only a committee hearing (2026-07-23) by this pass, and he sits meanwhile as Principal Deputy Chief Financial Officer, a post needing no confirmation — and the Inspector General post has been vacant since the first nominee was withdrawn on 2025-09-30.

Research notes

The Mandate’s list on printed page 504 is a list of HUD offices, not of named posts, so this is leveled against HUD’s own leadership roster rather than against any single appointment.

  • Roster check: the site’s roster of the Mandate’s credited people carries no current office matching this ask’s wording. Its two HUD entries — a Deputy Secretary title and a Principal Deputy Chief Financial Officer title — belong to Mandate contributors and say nothing about which offices are headed by political appointees today.
  • HUD’s leadership roster (https://www.hud.gov/aboutus/leadership) and its principal staff directory (https://www.hud.gov/contactus/principal-directory) are the source for the vacancies named in the note. Neither carries a date of its own. Both were re-fetched 2026-09-01 and promoted from observations to dated Evidence under the rule for undated agency directories settled that day: an undated agency directory is dated at the observation, said to be approximate in its Evidence title, and treated as Primary, which is the convention the site’s roster of credited people already followed for its own HUD entries off this same directory. What it evidences is the state of the roster on the day it was read, not a date of change.
  • One difference between the December announcement and the roster as read on 2026-09-01, recorded and not leveled on: the leadership page shows Joseph M. Gormley as Assistant Secretary for Housing and President of Ginnie Mae, and does not list Francis Cassidy, whom Record Vote 655 confirmed for Housing and Federal Housing Commissioner (PN462-1). Both readings leave the office headed by a political appointee, which is all this ask asks.
  • Correction, 2026-09-01. The earlier note asserted three vacancies. Two hold on the directory as fetched — the Assistant Secretary for Policy Development and Research line carries no name above Todd Richardson, the career General Deputy Assistant Secretary, and there is no Chief Information Officer. The third, “no Principal Deputy Assistant Secretary for Public Affairs”, does not: the directory shows Stephanie Hu as Deputy Assistant Secretary for Public Affairs with Robert Myers, Sadie Thorman, Jacklyn Ward, Samantha Seal, Shantae Goodloe and Eileen Cruz Coleman beneath her. The office is headed; only the word Principal is missing from the title, and the ask is about who heads the office, not what the post is called. Partial still holds on PD&R, the CIO, the CFO and the Inspector General.
  • Correction, 2026-09-01. The event previously carried a single Evidence item, HUD’s 2025-12-19 announcement, under a note naming nine dated appointments. A December announcement of four confirmations cannot evidence Turner (February), Hughes (June), Woll (August), DeMarzo (September) or Trainor (October). Each of those now carries its own Senate roll call, and Hughes additionally carries the hud.gov biography the site’s roster of credited people already holds for him.
  • Checked 2026-09-06. Does HUD have a Chief Information Officer under some other title? It does not. The addresses hud.gov/program_offices/cio and hud.gov/hud-partners/it-systems do not resolve; the leadership roster lists the office (“Chief Information Officer and Chief Artificial Intelligence Officer”) with an unnamed “Chief Information Officer” line beneath it, and the principal staff directory’s only IT-side post is Dr. Debajyoti Ray, Chief Data Officer and Chief Artificial Intelligence Officer. A directory that lists an office with no name against it is a stronger negative than one that omits the office, and both readings were taken on the same day from the two pages already cited.
  • Senate action was read from the 119th-Congress Senate nominations we keep and search (from congress.gov), which carry the roll-call link for each confirmation; every roll-call page cited was fetched 2026-09-01 and checked to contain the nomination number named. The congress.gov nomination pages themselves would not open for us and are leads.
