USAID notified Congress on 2025-03-28 that it would realign some functions to the State Department by 1 July 2025 and discontinue the rest, and on 2025-07-01 the Secretary of State announced that USAID officially ceased implementing foreign assistance. USAID's Bureau for Management and its Bureau for Humanitarian Assistance both ceased to exist, so there is no Bureau for Management to direct and no BHA to staff.
