    No GSA–OPM leadership meetings on the record. Searched the whitehouse.gov presidential-actions Corpus and the Federal Register for any joint GSA–OPM body, and read the titles of OPM's 75 most recent government-wide CHCO Council memoranda; none is issued with GSA or establishes a standing forum with it. Both agencies have been centralizing instead — OPM has consolidated human capital management into an HR shared service center, and Executive Order 14240 consolidated procurement into GSA — which is movement on each side of the boundary the Quote wants discussed, not a joint discussion of it.

OPM has issued government-wide guidance on hiring, staffing plans, appeals, union time, suitability, SES management and pay; none is addressed to or issued jointly with GSA, and none establishes a joint leadership forum.
