    Filled — nineteen months late. The Mandate asks for the immediate appointment of the FLRA General Counsel, the officer who alone can issue unfair labor practice complaints. Charlton Allen was first nominated on 2025-09-30, more than eight months into the term; the nomination was returned to the President at the end of the first session, renominated on 2026-01-13, confirmed 51–47 on 2026-08-07 and sworn in on 2026-08-24. The post is now filled for a five-year term, which is the ask; "immediately" it was not.

  • 2025-09-30 — Charlton Allen, of North Carolina, nominated as General Counsel of the FLRA for a five-year term, vice Julia Akins Clark (PN560).
  • 2026-01-03 — returned to the President under Senate Rule XXXI ¶6.
  • 2026-01-13 — renominated (PN730-2).
  • 2026-08-07 — confirmed, 51–47, Senate Record Vote 225 (verified on senate.gov: the vote confirmed 73 nominations en bloc and PN730-2 is Allen).
  • 2026-08-24 — sworn in (FLRA press release, read: “Mr. Allen will serve a five-year term following his confirmation in the Senate on August 7, 2026.”).

The FLRA General Counsel is the officer who investigates and prosecutes unfair labor practice complaints; without one, no complaint can issue. The post was vacant for the administration’s first nineteen months.
