“Although the following is true at all agencies, it is particularly important at the Department of Commerce that political leadership be immediately installed at the Office of the Chief Financial Officer (CFO) and Assistant Secretary for Administration (ASA), and that political appointees receive a mandate to communicate with external partners alongside career staff at every stage of the budget and appropriations process.”

Nothing found, and the Department says so itself. The Chief Financial Officer and Assistant Secretary for Administration is a Senate-confirmed post, and no nomination to it appears in the 119th Congress record: the Commerce nominations in `nominations.ndjson` cover the Secretary, Deputy Secretary, General Counsel, four Under Secretaries and five Assistant Secretaries, none of them the CFO/ASA. OPM's PLUM directory, as certified by Commerce on 2026-06-15, carries the position — "CHIEF FINANCIAL OFFICER AND ASSISTANT SECRETARY FOR ADMINISTRATION", type of appointment PAS — with `positionStatus` **V for vacant** and no incumbent, seventeen months into a term where the Quote asked for it to be filled "immediately". The deputy layer beneath it is the same: "DEPUTY ASSISTANT SECRETARY FOR ADMINISTRATION" and "CHIEF ADMINISTRATIVE OFFICER" are both listed vacant, and both are career positions in any event. This is a directory that lists the office *with* a line against it and records no name, which is the strong form of a negative rather than the weak one. The Department's own leadership page agrees: as observed on 2026-09-06 it lists Jennifer Hesch — a career lawyer, previously Assistant General Counsel for Transactions and Program Management — as "Acting Deputy Assistant Secretary for Administration, performing the non-exclusive functions and duties of the Chief Financial Officer and Assistant Secretary for Administration". The duties are being performed from below; no political leadership has been installed.

Thomas F. Gilman, one of the Mandate’s own authors, held this post in the first Trump term (src/data/people.json), which is why the roster was checked first; the roster carries no Current office for him.

Read-queue ticket 07, 2026-09-06. The 2026-08-31 note ended “an acting official may hold the job — acting appointments are not published in a form an agent can read”. They are, and it does not. OPM’s PLUM directory carries isActing and isPerformingDutiesOf flags on every position; across all 435 Commerce positions neither flag is set anywhere, and the CFO/ASA line carries no incumbent at all. The route is written up in #1815’s notes. This item was not moved by the read — it is not started before and after — but the negative behind it is now a measurement rather than an inference from silence.

Its Leadership page names Jennifer Hesch as Acting Deputy Assistant Secretary for Administration performing the CFO/ASA duties; her biography page carries no start date, so whether anyone was performing the duties on Day One is still not knowable from the Department’s site — but the row’s done condition (“an acting official in place on 2025-01-20”) could not have been met by this arrangement in any case, because a career deputy performing duties is not political leadership installed.
