No implementation of the Federal Action Plan for Improving Forecasts of Water Availability was found. Greps of every Federal Register rule, proposed rule and notice in the window return nothing naming the plan, forecast-informed reservoir operations or airborne snow observation; the Bureau of Reclamation's FY2027 congressional justification contains none of those terms; and Interior's 2025–2026 press releases do not mention them. Interior's water work in the window has gone to storage and operational flexibility instead — the Sites Reservoir record of decision, the B. F. Sisk raise and the Colorado River operating guidelines (#1518).
