    The Secretariat of the Geneva Consensus Declaration returned to the United States, to be run jointly by State and HHS and housed in HHS's Office of Global Affairs.

    The Quote's second clause - prioritizing partnerships with local organizations including faith-based organizations - was delivered at scale: State announced nearly $2 billion in partnerships with faith-based and community organizations, $1.4 billion of it for faith and community-based hospitals and clinics in more than 20 countries under the America First Global Health Strategy and $538 million in humanitarian awards, described as the largest allocation of global health foreign assistance to faith-based organizations in over 20 years.

    The Declaration became an operative basis for foreign-assistance rulemaking: State's Protecting Life in Foreign Assistance rule states that it "is necessary to secure the foreign policy goals of the United States enshrined in the Geneva Consensus Declaration", quotes the Declaration's reaffirmation that there is no international right to abortion, and applies the resulting award term across all non-military foreign assistance.

  4. Attempted

    On day five the United States informed signatories of its intent to rejoin the Geneva Consensus Declaration immediately, the Secretary of State restating its four objectives including protecting life at all stages and defending the family. Rejoining is not implementation.

  • The only gap between the ask and the record is the actor: the Quote assigns the work to a USAID Office of Women, Children, and Families that was never created, and it was done instead by the Department of State and HHS. Measured on functions rather than the organization chart, that is delivery.
