What has happened

Congress enacted three measures on the ground the Ombudsman's report covers, all of them duties on the IC that had not yet been performed at the research date. Intelligence Authorization Act for FY2026 section 6305 amends section 1019(b) of the 2004 reform act to require the analytic ombudsman to conduct an annual IC-wide survey of analytic objectivity, and separately requires named elements (NSA, DIA, NGA, the FBI Directorate of Intelligence and others) to survey their own analysts on the presence of bias or politicization, on which product types are most prone to objectivity concerns, and on whether concerns were raised with an ombudsman. Section 6306 adds an annual training requirement on analytic standards and requires the annual report to list each intelligence product reported to the Analytic Ombudsman. Directives without effect yet, so `attempted`.

Research notes
- Leveled attempted rather than partial: the statute imposes duties whose first performance falls after the research date, which counts as a directive that has not yet taken effect. The DNI’s own implementation of the Ombudsman’s recommendations is not published anywhere allowlisted — dni.gov refused to open for us.
- The Ombudsman’s report itself is an internal ODNI product; it was not read.
