“Increase the number of Junior ROTC programs in secondary schools.”
What has happened
- Partially done
The FY2026 NDAA sec. 542 amends 10 U.S.C. 2031(i) to require the Secretaries to support "not fewer than 3,600, and not more than 4,200" Junior ROTC units, up from 3,400 and 4,000, and repeals the superseded FY2025 provision. Sec. 541 adds Junior ROTC instructor authorities and sec. 7268 expands the Coast Guard's Junior ROTC program. The increase is enacted in law but takes effect on 1 October 2027, and no allowlisted source shows the number of units in secondary schools rising yet.

Research notes
Requires Congress, and Congress enacted the increase — as a statutory floor that rises in October 2027 rather than as units opened now.
This item sits in the page 103–104 personnel cluster, whose shared instruments are EO 14151, EO 14183, the FY2026 NDAA titles V, VI and IX, and the Secretary of Defense’s 2025 personnel memoranda — nearly all of which live on Department of War pages that refuse automated reads. One search covered the whole cluster.
