What has happened

FERC went the other way. In Order No. 1920-B, issued on rehearing of Order No. 1920-A, it addressed rehearing arguments and granted clarification in part while leaving in place the long-term regional transmission planning and cost-allocation requirements of Order No. 1920. No new transmission-planning rulemaking, and no change of course making planning or interconnection resource neutral, was found.
