No rulemaking on the general work requirement exists. The Federal Register full-text search for the phrase "general work requirement" across the whole window returns one document, a CMS Medicaid community-engagement rule, and nothing from FNS. USDA's complete 2026 Unified Agenda (published 2026-08-14; the full entry list read on reginfo.gov) carries fifteen FNS rulemakings and not one of them concerns 7 U.S.C. 2015(d). The nearest entry, RIN 0584-AF09, is expressly about the able-bodied time limit under section 6(o) — the requirement the Quote says to look *beyond* — and codifies P.L. 119-21 Sec. 10102. Under playbook §3b progress is measured on this ask, so the ABAWD rulemaking does not move it.
