Maintain USMC divestment of M1 Abrams tanks

“Maintain divestment of M1 Abrams tanks.”
What has happened
- Done
The divestment continues, which is what a "maintain" ask requires (playbook 3b). Force Design 2030 eliminated all Marine Corps tank battalions and removed every main battle tank from the inventory by 2021; CRS reports in November 2025 that Marine Corps Systems Command has transferred more than 400 of the more than 450 tanks to the Army, with the remainder afloat on Maritime Prepositioning Ships and scheduled for transfer. Nothing reverses it: the enacted FY2026 Procurement, Marine Corps authorization contains no M1 Abrams line (the Abrams upgrade line in P.L. 119-60 is an Army account), and CRS records that neither the FY2025 nor the FY2026 NDAA carries a Force Design-related provision.
- CRS Report R47614, U.S. Marine Corps Force Design Initiative: Background and Issues for Congress (version 7), on tank battalion deactivation and the transfer of more than 400 tanks to the Army
- National Defense Authorization Act for Fiscal Year 2026 (P.L. 119-60), Procurement, Marine Corps funding table - no M1 Abrams line
- Force Design Update, October 2025 (Commandant of the Marine Corps) — the Corps' own in-window statement of its ground combat vehicle programme, in which "Abrams" and "tank" each appear zero times

Research notes
A “preserve” or “continue” ask is done while the thing continues, and reversed if it stops. The evidence is of two kinds - CRS’s positive account of the continuing transfer, and the absence of any Marine Corps tank line in the enacted FY2026 authorization, which was read line by line.
- Public argument about reintroducing Marine armor continued through the window (CRS devotes a section to critics who say the Corps is no longer an effective combined-arms force), but no allowlisted source records a decision to reverse the divestment.
- The closest dated in-window Primary instrument on the object, read in full on 2026-09-03. A continuation ask satisfied by pure inaction is evidenced by exactly that, with the note saying what the instrument is and what it is not. marines.mil answers a normal browser request; the Commandant’s October 2025 Force Design Update (created 2025-10-21) is a complete statement of where the Corps’s ground combat vehicles are going — ACV, ARV, JLTV, ULTV, the Mobile Reconnaissance Battalions — and “Abrams” and “tank” each return zero hits across its 667-line text. A document that would announce a reversal, on the object, announcing none. Weak evidence taken alone, which is why it sits alongside CRS and the enacted funding table rather than replacing them.
