“Reduce the size of remaining infantry battalions.”
What has happened
- Not started
Satisfied before the evidence window and being undone inside it. Force Design 2030 reduced Marine infantry battalions in both number (24 to 21) and size, and the 2023 Force Design update records that after experimentation the battalion was set at 811 Marines - down from roughly 965 - with the restructuring applied to Active and Reserve infantry units by 2023-09-01. **Inside the window the Marine Corps changed direction on the battalion's structure, and the record is the Commandant's own.** The October 2025 Force Design Update records "two in-stride adjustments to the Infantry Battalion's structure", both of which make the battalion larger: the Corps "directed the establishment of a Fires and Reconnaissance company" in the battalion, and "made the decision to return to the 13-Marine rifle squad, three fire teams led by a school-trained Sergeant with an added precision fires Marine" - a return to the squad size Force Design had cut. The same paragraph promises more: "over the next year we will recommend further changes". This is the moved-the-other-way case and the Evidence is attached to this `not-started` event. The `pre_satisfied` flag has been **removed** (ADR 0003 as amended 2026-09-06): an Already-true set-aside means the ask is not coming because it is already so, and an ask to reduce the size of infantry battalions is coming again once the service that reduced them has begun adding structure back. No post-adjustment battalion figure has been published, so the battalion may well still be smaller than the roughly 965 it started at; the flag turns on the direction the Corps is now moving the object, not on the arithmetic. The Status stays `not-started` because this administration has not reduced anything. The item re-enters Still to come and is counted under its Status.

Research notes
Instrument: a service force-structure decision. CRS R47614 v7 (2025-11-24) is the Secondary record; since 2026-09-03 the Commandant’s own October 2025 Force Design Update is the Primary.
marines.mil now serves the document (2026-09-03). The Force Design Update PDF was fetched (5.5 MB, created 2025-10-21) and read in full. It records the two in-stride adjustments directly: “The Marine Corps has made two in-stride adjustments to the Infantry Battalion’s structure”, a new Fires and Reconnaissance company, and “We made the decision to return to the 13-Marine rifle squad, three fire teams led by a school-trained Sergeant with an added precision fires Marine to operate our small lethal drones.” Going back to 13 Marines from the 12-Marine squad Force Design had adopted is an increase in infantry battalion size, dated inside the window — contrary action on the ask, attached to this event as Evidence of a move the other way. The document carries no reduction ledger of any kind: “divest”, “eliminate”, “disestablish” and “deactivate” each return zero hits across the complete 667-line text.
- Already true recorded that the reduction the Quote asks for happened before the window. The in-window adjustments reverse it and are attached as Evidence.
- Confirmed 2026-09-01, Already true kept. An ask to restrict, not to preserve or continue, so Already true was available; the battalion had been cut from roughly 965 Marines to 811 by 2023-09-01. The 2025 in-stride adjustments add structure back and are the clearest case among the asks checked that day of the struck clause mattering: under the old wording they would have withdrawn Already true and returned the item to Still to come as a live ask, when the reduction the Quote asks for had in fact already happened.
- Superseded 2026-09-06: Already true withdrawn. The rule the bullet above applies is the 2026-09-01 amendment, which held that action inside the window belongs in the note and cannot defeat an Already-true finding describing the world on 2025-01-20. The Already-true rule was amended again on 2026-09-06: Already true is lost if the ask’s object is later undone inside the window, because a set-aside means “not coming, because it is already so”, and a reversed object is coming again. This item is the second instance after #1385. The Commandant’s October 2025 update was re-read in full on 2026-09-06 (marines.mil, 5.5 MB PDF, 667 lines) and CRS R47614 v7 alongside it, and both carry the two adjustments in the Corps’ own words - “directed the establishment of a Fires and Reconnaissance company” and “return to the 13-Marine rifle squad”, with “further changes” recommended over the next year. Both enlarge the battalion, which is the object of an ask to restrict, and the squad limb is an express return to the pre-Force-Design number rather than a slower reduction. That is the change of kind the amendment describes, not the change of degree it leaves alone.
- The counter-argument, recorded rather than acted on. Neither the Force Design Update nor CRS publishes a post-adjustment battalion size, so on the arithmetic the battalion is probably still below the roughly 965 it started at, and a reviewer could call the add-back a matter of degree and keep Already true. The reading taken is the amendment’s own justification: the question is not how much of the reduction survives but whether the ask is coming again, and a service that has directed a new company into every infantry battalion, restored the rifle squad and promised further changes has made “reduce the size of remaining infantry battalions” a live ask. Compare #221 and #218 on the same page, where Already true stands: the eliminated artillery batteries were not restored and the two MLR conversions were not undone - the in-window action there declines to go further, which is degree.
