Printed page 142 5. Department of Homeland Security
“Additionally, ICE/HSI, along with CBP, should be full participants in the Intelligence Community.”
What has happened
- Not started
Neither ICE/HSI nor CBP has been made a member of the Intelligence Community. DHS's only IC element remains the Office of Intelligence and Analysis, which was cut rather than joined by new members (see #424).

Research notes
Searched, in records current to 2026-08-28: presidential documents, final rules, proposed rules and notices in the Federal Register from DHS and its components; bills and public laws in Congress, from congress.gov; White House presidential actions; and federal court dockets (CourtListener), including the bulk snapshot of 1.2 million dockets. No designation of ICE, HSI or CBP as Intelligence Community elements was found; that designation would require an amendment to 50 U.S.C. 3003(4) or a presidential designation, and neither appears.
