“Homeland Security Investigations (HSI) Special Agents in the 1811 series should enforce Title 8 and 18 crimes as the biggest part of their portfolio. Alien smuggling, trafficking, and cross-border crime as defined under Title 8 and Title 18 should be the focus of ICE operations.”

EO 14159 section 4 states that "the primary mission of U.S. Immigration and Customs Enforcement's Homeland Security Investigations division is the enforcement of the provisions of the INA and other Federal laws related to the illegal entry and unlawful presence of aliens", and EO 14165 section 10 directs DHS and DOJ to prioritize prosecution of border offences including human smuggling and trafficking. That is the Title 8 and Title 18 refocusing the Quote asks for, ordered on day one and carried out through 2025. It is `partial` rather than `done` because Congress has since pulled the other way: Public Law 119-98 section 102 appropriates $7,450,000,000 for HSI agents and support "for functions other than those related to Homeland Security Investigations' immigration enforcement and customs enforcement missions".
