EPA proposed the Paper Manifest Sunset Rule, which would set a date for ending the use of paper hazardous waste manifests in favor of e-Manifest, register RCRA hazardous waste transporters and PCB waste generators and transporters with the e-Manifest system, and estimate $28.5 million a year in savings. It is a proposal: paper manifests are still lawful, and no final rule had issued by 2026-08-28.

- The rule was found by searching the EPA final and proposed rules we keep and search for “manifest”, which also turns up the 2026-04-08 EPAAR proposal on signing uniform hazardous waste manifests and the e-Manifest Advisory Board nomination and public-input notices of 2026-02-06.
- The 31-action deregulatory list of 2025-03-12 does not name the e-Manifest program, so no earlier directive precedes this proposal and it is attempted rather than partial.
