“Finally, and more fundamentally, Congress could consider a wholesale overhaul of HUD that contemplates devolving many HUD functions to states and localities with any remaining federal functions consolidated to other federal agencies (for example, by transferring loan guarantee programs to SBA; moving Indian housing programs to the Department of the Interior; moving rental assistance, mortgage insurance programs, and GNMA to a redesignated Housing and Home Finance Agency).”

Nothing found, and the record runs the other way: HUD has continued to administer Indian housing itself, amending the Section 184 Indian Housing Loan Guarantee Program's residency requirements by final rule on 2025-09-04 and extending its compliance date on 2025-12-29, while the FY2027 President's Budget keeps Native American housing at HUD — it "streamlines housing assistance for Native Americans by focusing available resources on the main formula grant to Tribes" and eliminates the Native Hawaiian Housing Block Grant, with no mention of the Department of the Interior. The three NAHASDA modernization bills introduced in the 119th Congress were referred to committee and do nothing to move the programs.
