Move Office of Children's Health Protection and OSDBU out of the Administrator's office

Research notes

• Two objects, and the record now documents both. OSDBU survives as an independent office inside the AO’s Office of Civil Rights and Adjudication; OCHP survives as the Children’s Health Protection Division inside the AO’s Office of Applied Science and Environmental Solutions. Both are moves within the Administrator’s office, not out of it, and neither is to a media office.
• OASES page read 2026-09-06. Status unchanged. The 2026-08-27 search recorded that OCHP “has disappeared from every EPA page we could read” and left the CHPAC charter to be checked by hand. The charter was not needed: EPA does publish where the function went, on the OASES page (last updated 2026-05-05), which the earlier search could not find because it tried the page’s address with an “-oases” ending, which does not exist. The address without that ending opens. OPM’s PLUM listing corroborates it structurally: EPA reports a Director, Children’s Health Protection Division under the OASES component and no positions at all under the legacy Office of Children’s Health Protection or Office of Small and Disadvantaged Business Utilization components.
• The finding is a genuine narrowing, not a Status move: the earlier note could not rule out that the functions had gone to a media office and been left undocumented. They did not — they went to a new office inside the AO. partial would need a piece of the ask delivered, and moving a function from one AO office to another AO office delivers no part of “relocate from the AO and reabsorb within the media offices”.
• Negative search (2026-08-27, re-checked 2026-09-06): the FY2026 reorganization addendum names OSDBU nowhere and OCHP nowhere; the EPA Federal Register notices we keep and search include no reorganization notice for either office.
