“Quickly nominate a reform-minded Assistant Administrator for Research and Development.”
What has happened

No Assistant Administrator for Research and Development was nominated. No such nomination appears anywhere in the 119th Congress's 2,077 nominations, and EPA's own ORD page lists both the Acting Assistant Administrator and the Deputy Assistant Administrator for Management as vacant. The administration moved the other way on the office itself, dissolving ORD's research into the program offices and running a reduction in force.

Research notes
- One negative search covered the EPA science, appointee and advisory-body asks on pp. 436-437.
- An appointment ask, so the roster of people the Mandate credits was checked first: its only EPA current office is Aaron Szabo at the Office of Air and Radiation, and no credited person holds an EPA research post.
- A search of the Senate nominations we keep and search (from congress.gov) for “research and development” returns no EPA record; the ten confirmed EPA nominations among them cover the Administrator, Deputy Administrator, General Counsel, CFO and the Air, Water, Enforcement, International, Solid Waste and Toxic Substances Assistant Administrators.
