Nominate FEC commissioners who share the sitting Republican commissioners' views

Research notes

• Roster check first (plan §5): src/data/people.json carries no Current office for an FEC commissioner, and neither nominee is a credited Person.
• The FEC’s own commissioner list (https://www.fec.gov/about/leadership-and-structure/commissioners/, read 2026-09-01) gives the service dates the note relies on: Cooksey to January 2025, Weintraub to February 2025, Dickerson to April 2025, Trainor to October 2025, leaving Shana Broussard and Dara Lindenbaum (both Democrats) as the only serving commissioners. It is a living page with no publication date, so it is used as a finding aid here rather than as dated Evidence.
• congress.gov’s nomination page for PN806 (https://www.congress.gov/nomination/119th-congress/806) is 403 up the whole ladder, re-measured 2026-09-03 — genuinely shut, and a lead. The route around it is the committee’s own record: https://www.rules.senate.gov/hearings/nominations opens to a bare curl and carries both nominations verbatim with their nomination numbers, received dates and last actions. It is now cited alongside the White House page, and it is the better citation because it is the receiving committee’s own record rather than a third-party tracker.
• The qualitative limb of this Quote cannot be closed on the allowlist, and that is a finding rather than an open question (2026-09-03, read-queue ticket 04). The allowlisted record gives four facts about each nominee and no more: name; home state (Stow of Texas, Woodson of Virginia); the seat vacated and its term (Stow to Trainor’s seat, term expiring 2029-04-30; Woodson to Dickerson’s, expiring 2031-04-30); and the referral. The White House notice of 2026-02-11 is a bare list of names in the same form, fec.gov publishes nothing about nominees, and there is no committee questionnaire because there has been no hearing — the questionnaire is a hearing artifact. So nothing whatever is knowable on the allowlist about whether these two “share the views” of the departing Republican commissioners. That is not a fetch failure a later pass can fix; it is an absence in the public record until the committee acts, and it should not be re-attempted.
• The leveling call, made rather than deferred. §3b caps an ask at partial where a disposition it names is an unclosable limb. That rule does not apply here, because the first limb is not delivered either: nomination without confirmation has changed nothing. The item therefore sits at attempted on the ordinary ladder, not at partial on the unclosable-limb rule. The alternative reading — not started, because the ask is about views rather than about vacancies — remains recorded in the spot-check register.
