The priority is carried in the President's first budget request: the FY 2026 Congressional Justification says the Budget will return EPA "to administering core statutory obligations as Congress intended", reduces "support for areas that deviate from EPA's core mission", and justifies program cuts as removing "lower priority activities that go beyond the EPA's core statutory requirements". What the Quote also asks for — a notification to Congress that EPA will not conduct any ongoing or planned science activity lacking clear and current congressional authorization — was not made: no such notification exists and no list of unauthorized science activities was published.
