    Nothing makes Healthy Marriage and Relationship Education grants available on the specific terms the Quote sets - to faith-based recipients who affirm that marriage is between one man and one unrelated woman. ACF competed and awarded a new five-year HMRF cohort in September 2025 and published no eligibility change of that kind; the performance-measure collection for that cohort records no recipient category based on a definition of marriage. HHS does have a rulemaking scheduled to implement Executive Order 14205 for faith-based participation in its programs generally (RIN 0991-AC44, amending 45 CFR parts 87 and 1050, NPRM 11/2026), but it is a department-wide equal-participation rule rather than an HMRE eligibility condition, and it is counted under #1325 rather than here.
