Launch a national pro-fatherhood messaging campaign with HMRF funds
Printed page 481 14. Department of Health and Human Services
“Implement a pro-fatherhood messaging campaign. … HMRF funds should be used to support national messaging campaigns that affirm the role fathers play in the lives of their children, that recognize the financial hardships the fathers themselves face, and that seek to provide relationship education to fathers who were raised without a father in the home.”
What has happened
- Not started
No national pro-fatherhood messaging campaign has been launched with Healthy Marriage and Responsible Fatherhood funds. ACF's in-window HMRF activity is the September 2025 grant cohort and the performance-measure revision for it; the collection covers community-based and reentering fathers served by local grantees and contains no national campaign component. The National Responsible Fatherhood Clearinghouse, which is the nearest existing thing, predates the window and its acf.gov page is archived. Congress's only in-window fatherhood measure, H. Res. 487 of 2025-06-06, was referred to committee and expresses a sense of the House.
