Otherwise place VOA under State's Office of Global Public Affairs

“If VOA is not put in the direct chain of command under the NSC, serious consideration should be given to putting VOA under the direct supervision of the Office of Global Public Affairs at the Department of State.”

Voice of America was not placed under the Department of State's Office of Global Public Affairs, and the nearest thing to this ask inside the window is a recommendation that it be done. State's 2025 Comprehensive Annual Report on Public Diplomacy and International Broadcasting (2025-11-25), whose PDF was fetched and searched in full on 2026-09-03, sets out three models for bringing broadcasting inside State — direct appropriations through the Under Secretary for Public Diplomacy, a slim international broadcasting bureau within that office, or surrogates under regional public-diplomacy strategic communications — and observes that consolidation "under a broadcasting bureau or foundation-type funding disbursement model could also increase strategic coordination of broadcasting resources". Moved nearby, not delivered: the U.S. Advisory Commission on Public Diplomacy is a statutory advisory body, not the administration, and recommending a move is not making one. The same report's Bureau of Global Public Affairs org chart, as of 2025-11-25, contains no broadcasting function, and its USAGM organizational chart shows the agency standing alone under its own CEO and the International Broadcasting Advisory Board. Congress re-enacted the opposite arrangement: the Consolidated Appropriations Act, 2026 funds USAGM under "RELATED AGENCY" within the State-Foreign Operations division, with the reporting provisos running to the USAGM Chief Executive Officer and the Appropriations Committees, and VOA appearing only as a USAGM broadcast entity whose advertising and privatization receipts USAGM may retain. Federal Register full-text "United States Agency for Global Media" since 2025-01-20 returns four documents, none a transfer.

Research notes
- This is the fallback the Mandate offers if #628 (VOA under the NSC) is not done; both are not started on the same instrument, which is Congress re-enacting the structure the Quote asks to replace.
- Lead, not Evidence: reporting outside the sources we accept that a Deputy Secretary of State has served as acting USAGM Chief Executive Officer is recorded under #636. Even if confirmed, an individual double-hatting is not VOA’s supervision by the Office of Global Public Affairs.
