Place operational management advisers in the Management Directorate front office

Not started

Printed page 159 5. Department of Homeland Security

“Front Office (FO). Immediately place a small team of advisers with a deep understanding of operational management—but who have some experience in government because they will need to understand the nuance of Reduction in Force (RIF), appropriations hurdles when dealing with U.S. government reorganization, etc.—to sit in the MGMT FO (reporting to the Secretary, ultimately either S1 or S2).”

What has happened

  1. Not started

Nothing found. `src/data/people.json` carries no Current office matching an adviser post in the DHS Management Directorate front office, and no allowlisted source records the placement of an operational-management advisory team reporting through MGMT to the Secretary. How far the search reaches (§3b): the Federal Register and DHS's own newsroom, plus the roster. It is not true that DHS officers never appear in the Federal Register — the roster dates the department's Chief Privacy Officer from the contact block of a Privacy Act notice, and departmental officials sign DHS rules and notices by name and title — but the Management Directorate front office signs nothing, so an adviser placed there would leave no trace in either instrument. The negative therefore covers published acts and cannot reach an internal placement, which is why it is recorded as a search rather than treated as proof of absence.

No action found yet. This entry is the starting point, not a finding.

Research notes

Not started. This ask is about appointments, so we checked the roster of Mandate contributors in office first: it has ten DHS current offices (Deputy Secretary, Under Secretary for I&A, Chief Privacy Officer, Homeland Security Advisory Council members and others); none is a Management Directorate front-office adviser.

Searched with the other asks on DHS headquarters reporting lines and management practice. This is one of the asks on these pages that cannot be verified by construction: an internal advisory team has no public instrument at any point, so not started with a recorded search is the honest reading.
