The Attorney General put a standing process in place rather than a plan: the Weaponization Working Group reviews four years of enforcement activity to identify conduct aimed at political rather than legitimate objectives and recommends remedial action, reporting quarterly to the White House, and the same day's guidance memorandum reinstated the prohibition on improper guidance documents. Individual instruments were ended outright on the spot — Attorney General Garland's October 2021 school-board memorandum was rescinded in a footnote. What is missing is the thing the Quote names: a prepared plan to end policies, investigations and cases immediately.
