HMRF grant allocations have not been changed to protect or prioritize faith-based programs that incorporate local churches, mentorship or multilayered community support. ACF awarded the new five-year HMRF cohort in September 2025 and published no allocation priority of that kind; the performance measures for the cohort classify recipients by service stream, not by whether they are faith-based. Executive Order 14205 and HHS's pending faith-based participation rule (RIN 0991-AC44) are about equal participation across HHS programs rather than about priority in HMRF allocations, and are counted under #1325.
