“Produce the next-generation air dominance system of systems (air moving target indication, other sensors, communications, command and control, weapons, and uninhabited aerial vehicles).”
What has happened
- Partially done
The FY2026 NDAA (P.L. 119-60) funds program element 0207110F (F-47) at $2,579,362,000 and requires, under sec. 153, a report on the F-47 program covering its acquisition strategy, a proposed fielding strategy and integration of Air National Guard and Air Force Reserve units. The aircraft and the satellites are funded; no allowlisted record says the system of systems has been produced.
- Partially done
The reconciliation act (P.L. 119-21) funds most of the elements the Quote lists as the system of systems: sec. 20003(a)(3) $2,000,000,000 for air moving target indicator military satellites - the Quote's first named element - plus sec. 20007 $400,000,000 to accelerate production of the F-47, $678,000,000 to accelerate the Collaborative Combat Aircraft program (the uninhabited aerial vehicles), $750,000,000 to accelerate FA/XX, $100,000,000 for advanced aerial sensors and $250,000,000 for Air Force low-cost counter-air capabilities.

What was searched, and what didn’t count as evidence
Research notes
“Next-generation air dominance” as a phrase appears in neither Act; the program is named F-47 in enacted text, which is how the money was found. A search on the Mandate’s phrase alone misses it; the designation finds it.
- The Quote’s list (air moving target indication, other sensors, communications, command and control, weapons, uninhabited aerial vehicles) maps onto several separate appropriations rather than one program, which is why this is partial on funding rather than on any single instrument.
- Funding trajectory read from the Department’s own exhibit, 2026-09-03. The FY 2027 Program Acquisition Costs by Weapon System book (comptroller.war.gov, generated 2026-04-21) indexes the program as F-47, Next Generation Air Dominance: FY2025 $2,341.9M → FY2026 enacted $3,453.1M → FY2027 request $5,037.9M, with Collaborative Combat Aircraft alongside at $731.3M → $900.5M → $2,578.8M. It confirms the designation trail recorded above, and it confirms the shape of the ask — a family of systems funded across several lines rather than one program delivered. Money rising steeply is still funding, so the rung is unchanged.
