Eliminate all USMC law enforcement battalions
Printed page 116 4. Department of Defense
“Eliminate all USMC law enforcement battalions.”
What has happened
- Not started
Already true before the evidence window: the Marine Corps announced Force Design 2030 on 2020-03-23, and eliminating all Marine Corps law enforcement battalions and their associated military occupational specialties was one of its named ground-force eliminations. CRS's November 2025 account of the initiative lists it among the eliminations — "eliminating all Law Enforcement Battalions and associated MOSs" — and reports that "the majority of Force Design's original initiatives have been or are in the process of being implemented". Nothing inside the window reinstates them: CRS records that its examination of the FY2025 and FY2026 NDAAs "did not find any similar or related Force Design-related provisions", and there is no law enforcement battalion line in the enacted FY2026 Procurement, Marine Corps or Operation and Maintenance accounts. The CRS report is the in-window record this reading rests on and is now attached; the Commandant's own October 2025 Force Design Update, read in full, does not mention the battalions in either direction (term counts in the notes below).

Research notes
Page 116 is a page of endorsements of the Marine Corps’ own Force Design program, announced in March 2020 and largely executed before 2025-01-20. The page had no researched neighbors to start from, so the search started from nothing; the instrument was named from the Quote (a service force-structure decision) and found in CRS R47614, U.S. Marine Corps Force Design Initiative: Background and Issues for Congress, version 7, updated 2025-11-24, read at https://congress.gov/crs_external_products/R/PDF/R47614/R47614.7.pdf. (crsreports.congress.gov does refuse us; the congress.gov copy is the working route to the same document.)
- The Marine Corps’ own Force Design updates - the October 2025 update CRS quotes throughout - live at https://www.marines.mil/Portals/1/Docs/Force_Design_Update-October_2025.pdf. marines.mil is not a wall. The first note’s sentence recording it as a host that “refuses every automated read” was wrong twice over: the failure was the bare hostname, which does not resolve without “www.”, and the document opens on the first attempt. It was read again on 2026-09-06 and the term counts below were reproduced from that reading.
- The item is marked Already true because the elimination was directed and carried out before the window: the battalions were gone on 2025-01-20, which is the whole of the test (the rule for Already true as amended 2026-09-01 — the mark describes the world on that date, and what followed belongs in the note). The Status stays not started because this administration did nothing on the ask.
- Confirmed 2026-09-01, in a review of Already-true items. An abolish ask, not a preserve or continue ask, so Already true is available; the whole object is satisfied, so nothing in the ask remains outstanding.
- The named document was opened in full on 2026-09-03 and does not reach this ask. We were looking for “the Commandant’s own figures behind the CRS account of the Force Design eliminations”. marines.mil can be read, and the October 2025 Force Design Update (5.5 MB, created 2025-10-21) was read in full. The figures are not in it. Term counts over the whole document: “law enforcement” 0; “military police”, “police”, “LEB” and “security battalion” 0; “divest”, “eliminate”, “disestablish” and “deactivate” 0. Every one of the nine hits for “battalion” is about infantry battalions, LAR/mobile reconnaissance battalions or the Infantry Battalion Experimentation program. The update is a forward-looking progress document — achievements, capabilities and where the Corps is going — with no reduction ledger of any kind, so the 2020 Force Design eliminations are simply not re-litigated in it. It neither confirms nor refutes; CRS R47614 remains the only source, and nothing here disturbs the Already-true mark or the not started Status.
- Checked 2026-09-06, in a review of every Already-true item: the mark stands, no reversal found. The 2026-09-06 amendment to the rule for Already true pulls the mark where the ask’s object is undone inside the window. Nothing here is undone: no law enforcement battalion has been reinstated. The Commandant’s October 2025 Force Design Update was re-read in full on 2026-09-06 and “law enforcement”, “military police”, “LEB” and “security battalion” all return zero, and CRS R47614 v7 records no reconstitution. There is no in-window action on this object in either direction - neither a change of kind nor of degree - so the mark is untouched. Contrast #219 on the same printed page, whose mark came off in this review.
- The item had no Evidence at all until 2026-09-06, while its three page-mates #224, #225 and #227 already cited the Force Design Update the first note called unreadable. Both documents were re-read on 2026-09-06. CRS R47614 v7 is now attached to the event — it is the only source that names the object, and its 2025-11-24 date puts it inside the window — and the Force Design Update stays in this log, because a document that does not mention law enforcement battalions evidences nothing about them beyond the absence recorded here. Term counts reproduced 2026-09-06 over the complete text of the 24-page, 5.5 MB PDF (created 2025-10-21): “law enforcement” 0, “military police” 0, “police” 0, “LEB” 0, “security battalion” 0, “divest” 0, “eliminate” 0, “disestablish” 0, “deactivate” 0; all nine hits for “battalion” are infantry, LAR/mobile reconnaissance or the Infantry Battalion Experimentation program. No Status moved.
