Prohibit Notices to Report and government transport of aliens into the interior
Printed page 151 5. Department of Homeland Security
“Prohibit the use of Notices to Report, the use of any funds for travel into the interior of the United States, and government flights or transportation for aliens.”
What has happened
- Partially done
DHS terminated the CHNV parole processes, the government-run pathway under which people were authorized to fly into the interior of the United States and were released there. Government-facilitated travel into the interior under a categorical program has stopped. Two of the Quote's three limbs are unaddressed by any instrument: no order or rule prohibits Notices to Report by name (CBP stopped issuing them in November 2021, before the evidence window opened), and nothing bars the use of appropriated funds for travel into the interior - ICE continues to fund transportation of detainees between facilities and to removal flights.
- Attempted
EO 14165 section 5 orders the Secretary to detain apprehended aliens "to the fullest extent permitted by law" and to "issue new policy guidance or propose regulations" terminating "the practice commonly known as catch-and-release, whereby illegal aliens are routinely released into the United States shortly after their apprehension" - the practice Notices to Report served. Section 7(a) separately orders CBP to stop using the CBP One application to parole or facilitate the entry of inadmissible aliens.

Research notes
Three limbs in one Quote: no Notices to Report, no funds for interior travel, no government flights or transportation for aliens.
- Notices to Report were a 2021 Border Patrol practice, discontinued in November 2021 - before the window. No 2025-26 instrument names them. This is noted rather than flagged Already true, because the other two limbs were live inside the window and were acted on.
- Government-facilitated entry ended with CBP One (EO 14165 section 7(a)) and the CHNV termination.
- Funds for travel into the interior - no instrument found. Federal Register full-text search for “Notice to Report” over the window returns one unrelated SEC rule.
Partial, not done: the Quote asks for a prohibition, and none of the three limbs is prohibited by an instrument that binds a successor.
