No public record of the Prompt Asylum Claim Review (PACR) or Humanitarian Asylum Review Process (HARP) being restarted. Federal Register full-text search over the window returns zero documents for "Prompt Asylum Claim Review" and zero for "PACR"; the Corpus holds no DHS or CBP record naming either program; DHS's own press index returns nothing for either name. The administration expanded expedited removal instead (see #316), which processes people without the credible-fear-plus-immigration-court pathway this Quote asks be reinstated.

One negative search covered the border-processing asks on pages 151–158 of the Chapter, this one among them.
PACR and HARP were CBP-custody pilot programs (2019-2021) that gave people in Border Patrol custody a compressed credible-fear interview and, for HARP, an asylum-officer decision. Nothing published since 2025-01-20 names them. The instrument would be a CBP or USCIS operational directive, which is not a Federal Register document; the Status of not started rests on the absence of any mention in DHS’s press index or in the federal records we keep and search.
Overlap: #359 (p. 149) asks Congress to authorize PACR/HARP-style pathways and is also not started.

DHS’s full Unified Agenda (the 2026 agenda, 59 RINs) was read at reginfo.gov rather than the abbreviated Federal Register version, which is what the earlier negative rested on. Neither PACR nor HARP is named in any entry. Two USCIS entries sit in the same subject area and are recorded here: RIN 1615-AD11, Procedures for Credible Fear and Reasonable Fear Screenings, Proposed Rule Stage (NPRM scheduled 09/2026), a joint DHS-DOJ revision of screening standards, immigration-judge review and reconsideration requests; and RIN 1615-AC67, Procedures for Credible Fear Screening and Consideration of Asylum, Withholding of Removal, and CAT Protection Claims by Asylum Officers, Final Rule Stage, in which the Departments state they intend to consider rescinding the 2022 asylum-officer interim final rule.
